Mapping of the network of organisations, institutions, and other actors operating within the packaging sector.

The mapping includes entities involved in research, technological development, regulation, and the dissemination of innovative practices in the field of packaging. 

The collection of organisations develops progressively in relation to the content included in the Observatory, to which these actors are connected. In this way, the section offers a partial yet meaningful mapping of the ecosystem of stakeholders contributing to the evolution of the packaging sector.

AgriMax
AgriMax is a Horizon 2020 European project focused on the valorisation of agricultural and food-processing waste through flexible multi-feedstock biorefineries. Coordinated by IRIS Technology Solutions, the project developed and demonstrated processes to transform tomato, cereal, olive and potato residues into high-value bio-based compounds for the chemical, agricultural, food, packaging and plastics sectors. Within the packaging system, AgriMax mainly operates as a research, demonstration and knowledge-transfer initiative: it validates the use of waste-derived compounds in packaging applications, including bio-based coatings, biocomposites and active packaging. The project is relevant because it connects waste prevention, circular bioeconomy, renewable materials and industrial experimentation, contributing to new value chains for packaging with reduced dependence on fossil resources.
AgriMax è un progetto europeo Horizon 2020 dedicato alla valorizzazione di scarti agricoli e agroalimentari attraverso bioraffinerie flessibili multi-feedstock. Il progetto, coordinato da IRIS Technology Solutions, ha sviluppato e dimostrato processi per trasformare residui di pomodoro, cereali, olive e patate in composti bio-based ad alto valore per i settori chimico, agricolo, food, packaging e plastica. Nel sistema del packaging, AgriMax opera principalmente come iniziativa di ricerca, dimostrazione e trasferimento tecnologico: valida l’uso di composti derivati da scarti in applicazioni di packaging, inclusi coating bio-based, biocompositi e active packaging. Il progetto è rilevante perché collega prevenzione degli scarti, bioeconomia circolare, materiali rinnovabili e sperimentazione industriale, contribuendo alla costruzione di nuove filiere per packaging a minore dipendenza da risorse fossili.

Aimplas
AIMPLAS – Plastics Technology Centre is a Spanish technology centre specialising in research, development, testing, certification, training and technology transfer for the plastics industry. It works across the entire value chain, from raw material manufacturers to processors and end-users, providing support on materials, processes, prototyping, validation, regulation, sustainability, recycling and waste valorisation. Within the packaging system, AIMPLAS acts primarily as a knowledge and innovation infrastructure: it develops R&D projects, operates accredited laboratories and polymer-processing pilot plants, and organises training and technical seminars, including on regulatory topics such as the PPWR. Its relevance concerns plastic material innovation, ecodesign, recyclability, recycled content and the transition toward more circular and technically validated packaging solutions.

Opera lungo l’intera catena del valore, dai produttori di materie prime ai trasformatori e agli utilizzatori finali, offrendo supporto su materiali, processi, prototipazione, validazione, normativa, sostenibilità, riciclo e valorizzazione degli scarti. Nel sistema del packaging, AIMPLAS agisce principalmente come infrastruttura di conoscenza e innovazione: sviluppa progetti R&D, dispone di laboratori accreditati e impianti pilota per la trasformazione dei polimeri, e organizza attività formative e seminariali anche su temi regolatori come il PPWR. La sua rilevanza riguarda l’innovazione dei materiali plastici, l’ecodesign, la riciclabilità, i contenuti riciclati e la transizione verso soluzioni di packaging più circolari e tecnicamente validate.

Aryballe
Aryballe is a French company specialised in digital olfaction: bio-inspired technologies for detecting, recording and analysing odours and volatile organic compounds. Its platform combines silicon photonics, peptide-based sensors, biochemistry, advanced optics and machine learning to support R&D, quality control, product validation and industrial monitoring. Within the packaging system, Aryballe acts as both a technological and knowledge-based enabler: its solutions can support food, beverage, cosmetics, home care and other sectors in odour control, quality verification, deterioration detection and the assessment of interactions between product, material and packaging. The case is relevant because it extends the packaging system toward advanced sensing and the interpretation of invisible signals from packaged products.

La sua piattaforma combina fotonica su silicio, sensori peptidici, biochimica, ottica avanzata e machine learning per supportare attività di R&D, controllo qualità, validazione prodotto e monitoraggio industriale. Nel sistema del packaging, Aryballe opera come abilitatore tecnologico e conoscitivo: le sue soluzioni possono supportare food, beverage, cosmetics, home care e altri settori nel controllo degli odori, nella verifica della qualità, nell’identificazione di deterioramenti e nella valutazione delle interazioni tra prodotto, materiale e confezione. Il caso è rilevante perché estende il packaging system verso la sensoristica avanzata e la lettura dei segnali invisibili del prodotto confezionato.

Avantium N.V. is a Dutch company active in renewable chemistry and the development of circular polymer materials. The company develops technologies to convert renewable feedstocks and CO₂ into materials and chemical intermediates, with particular relevance to FDCA and PEF, marketed under the Releaf® brand. Within the packaging system, it primarily operates as a provider of materials and technologies: PEF is a plant-based and recyclable polymer intended for applications in bottles, packaging, films and textiles. Avantium also plays a research, demonstration and technology-transfer role through R&D laboratories, pilot plants and the commercialisation/licensing of its YXY® Technology. Cellutech
Cellutech AB is a Swedish technology company originally established as a startup specialised in the development of new materials and applications based on cellulose, micro-fibrillated cellulose and other wood-based components. In 2018 it was acquired by Stora Enso, with the aim of strengthening the group’s biomaterials capabilities, particularly in lightweight cellulose foams and cellulose spheres. Within the packaging system, Cellutech should therefore be understood as a technology-transfer case now embedded in a global industrial actor. Its relevance concerns the development of bio-based materials for protective and cushioning packaging, now connected to solutions such as Papira®, Stora Enso’s lightweight cellulose foam presented as a bio-based and recyclable alternative for protective packaging materials. The classification includes prevention and end-of-life management because these solutions aim to replace fossil-based foams, such as polystyrene, with renewable, lightweight and recyclable materials. The case foregrounds design trade-offs between shock protection, lightweighting, industrial scalability, fibre use, actual recyclability and performance compared with conventional plastic foams.
Cellutech AB è una società svedese nata come startup tecnologica specializzata nello sviluppo di nuovi materiali e applicazioni basati su cellulosa, cellulosa microfibrillata e altri componenti di origine legnosa. Nel 2018 è stata acquisita da Stora Enso, con l’obiettivo di rafforzare le competenze del gruppo nei biomateriali, in particolare nelle schiume cellulosiche leggere e nelle sfere di cellulosa. Nel packaging system Cellutech va quindi letta come caso di trasferimento tecnologico confluito in un attore industriale globale. La sua rilevanza riguarda lo sviluppo di materiali bio-based per packaging protettivo e cushioning, oggi riconducibili a soluzioni come Papira®, schiuma leggera a base cellulosica proposta da Stora Enso come alternativa bio-based e riciclabile per materiali di protezione negli imballaggi. La classificazione include prevenzione e fine vita perché queste soluzioni mirano a sostituire schiume fossili, come il polistirene, con materiali rinnovabili, leggeri e riciclabili. Il caso evidenzia trade-off tra protezione dagli urti, leggerezza, scalabilità industriale, uso di fibre, riciclabilità effettiva e prestazioni rispetto alle schiume plastiche convenzionali.

Available sources do not provide enough evidence to classify it as a packaging manufacturer or as a direct end-of-life management actor.

Within the packaging system, its role is indirect but relevant at the ecosystem level: Circulor does not manufacture physical packaging, but provides digital infrastructure to verify origin, chain of custody, impacts, compliance and sustainability claims across material and production chains. The classification includes Regulation, Standardisation and Funding because the platform responds to emerging regulatory frameworks such as Digital Product Passports and Battery Passports, and may be conceptually relevant for future traceability and responsibility systems in packaging. The case is pertinent to the extended packaging system because it makes data part of the extended artefact: packaging, product, materials, supply chain and responsibility become readable, verifiable and communicable through digital infrastructures. HMI – High Materials Innovation S.r.l. is an Italian company founded in 2015 as a spin-off of the University of Parma and operating outside the university perimeter since 2021. The case is significant because it connects university research, technical consulting, material-solution development and industrial applications for food packaging.
HMI – High Materials Innovation S.r.l. è una società italiana nata nel 2015 come spin-off dell’Università degli Studi di Parma e uscita dal perimetro dell’Ateneo nel 2021. L’azienda si occupa di sviluppo, controllo e vendita di trattamenti superficiali e materiali innovativi, con attività di consulenza nel settore dei food contact materials. Nel sistema del packaging opera come fornitore di materiali, tecnologie e competenze specialistiche, con una chiara componente di ricerca applicata e trasferimento tecnologico. La sua rilevanza riguarda soprattutto l’innovazione dei materiali e delle superfici per imballaggi destinati al contatto alimentare, dove performance, sicurezza, conformità, trattamenti funzionali e validazione tecnico-scientifica sono elementi progettuali centrali. Il caso è significativo perché collega ricerca universitaria, consulenza tecnica, sviluppo di soluzioni materiali e applicazioni industriali per il packaging alimentare.

IMAMOTER – the CNR Institute for Agricultural and Earthmoving Machines – was established in 2002, inheriting the legacy of the Institute for Earthmoving Machines and Off-road Vehicles and the Institute for Agricultural Mechanisation. The current pages of the domain are connected to CNR-STEMS, the Institute of Science and Technology for Sustainable Energy and Mobility, into which IMAMOTER was merged together with other CNR institutes. Its activities include fluid power, noise control, vibro-acoustic certification, electronic design, materials, mechatronics, sustainable agriculture, performance, safety, turbomachinery and standardisation. Within the packaging system, its role is indirect but relevant: the institute does not manufacture packaging, but contributes to applied research, standardisation, testing and technology transfer concerning machines, components, safety, automation and sustainability. It is pertinent to packaging machinery, handling systems, agri-food supply chains and enabling industrial technologies supporting production transition. 
IMAMOTER – Istituto per le Macchine Agricole e Movimento Terra del CNR è stato istituito nel 2002, raccogliendo l’eredità dell’Istituto per le Macchine Movimento Terra e i Veicoli Fuoristrada e dell’Istituto per la Meccanizzazione Agricola. Le pagine attuali del dominio sono ricondotte a CNR-STEMS, Istituto di Scienze e Tecnologie per l’Energia e la Mobilità Sostenibili, nel quale IMAMOTER è confluito insieme ad altri istituti CNR. Le attività riguardano oleodinamica, controllo del rumore, certificazione vibro-acustica, progettazione elettronica, materiali, meccatronica, agricoltura sostenibile, prestazioni, sicurezza, turbomacchine e normazione. INAPI Chile
INAPI – the National Institute of Industrial Property – is the Chilean public body responsible for industrial property. It manages procedures, registries and services related to trademarks, patents, industrial designs, utility models, geographical indications, appellations of origin and other forms of industrial protection. Within the packaging system, it does not operate as a productive actor, but as a regulatory, enabling and knowledge-transfer institution: it helps define the legal conditions through which packaging innovations, technical solutions, designs, smart technologies, materials, closure systems, traceability devices and brand identities can be protected, valorised and transferred. Its relevance therefore concerns the regulatory and strategic dimension of the extended packaging system, where industrial property becomes an infrastructure for innovation, competitiveness, knowledge protection and the controlled circulation of design solutions. 
INAPI – Instituto Nacional de Propiedad Industrial è l’ente pubblico cileno responsabile della proprietà industriale. Gestisce e amministra procedure, registri e servizi relativi a marchi, brevetti, disegni industriali, modelli di utilità, indicazioni geografiche, denominazioni di origine e altre forme di tutela industriale. Nel packaging system non opera come attore produttivo, ma come soggetto regolativo, abilitante e di trasferimento della conoscenza: contribuisce a definire le condizioni giuridiche attraverso cui innovazioni di packaging, soluzioni tecniche, design, tecnologie smart, materiali, sistemi di chiusura, dispositivi di tracciabilità e identità di marca possono essere protetti, valorizzati e resi trasferibili. La sua rilevanza riguarda quindi la dimensione normativa e strategica dell’extended packaging system, in cui la proprietà industriale diventa infrastruttura per innovazione, competitività, tutela della conoscenza e circolazione controllata delle soluzioni progettuali.
